ArcelorMittal Liberia: Partners in prosperity

Our work in Liberia tells a story of resilience, transformation and enduring commitment.

Since our partnership there began in 2005, we have played a leading role in rebuilding the country’s mining sector and supporting its broader economic recovery.

Today, with the Phase II Expansion Project nearly complete, ArcelorMittal Liberia is ready to write the next chapter – one that deepens our partnership with the nation and builds greater prosperity for both the business and the people of Liberia.

Growing business opportunities

The Phase II Expansion is the largest mining transformation project in our company’s history. It is also the single largest investment from our portfolio of strategic growth projects.

We are constructing a state-of-the-art concentrator plant, making big upgrades to the 245km rail corridor and modernising port facilities in Buchanan, including adding a second berth.

These investments will quadruple annual production, increasing from 5m tonnes of direct shipping ore (DSO) to 20m tonnes of concentrate and sinter feed. This is big for business: with projected annual EBITDA of $450m once fully operational by the end of 2025.

The project is also opening new avenues for growth. By shifting to a blended product, ArcelorMittal Liberia will tap into a broader global market, while also creating the option to supply sinter feed to ArcelorMittal’s own steel plants. This revised mining plan supports our long-term goals with a sharper focus on profitability and sustainability.

Transforming local communities

The story of ArcelorMittal Liberia is not only one of industrial ambition. It is also a story of social impact.

Over the past two decades, we have become one of Liberia’s largest foreign investors, tax contributors and employers. The Phase II project alone has created over 6,000 construction jobs, the majority filled by Liberians. This is significant: many of these workers represent the first generation in their families to be formally educated and professionally employed.

ArcelorMittal Liberia has also invested in building local capacity. In 2022, we recruited and trained 120 Liberians as process operators for the new concentrator. Our fully funded Training Academy in Yekepa runs a three-year residential programme to develop the technical and engineering talent needed for the future. These initiatives are designed not just to fill roles, but to build careers and strengthen Liberia’s human capital.

Our commitment to Liberia extends beyond the mine site. Over the years, we have supported housing, healthcare and education projects in communities across the country. As Kleber Silva, CEO of our mining segment, says, “Delivering economic value to Liberia and social value to the communities close to us is critical if our expansion project is to be deemed a success.”

With first concentrate already produced and the concentrator now fully commissioned, ArcelorMittal Liberia is on track to deliver one of the most significant mining success stories in West Africa.

It is more than a business milestone. It is a reaffirmation of our company’s long-standing partnership with Liberia – a partnership built on shared growth, mutual respect and a vision for a prosperous future.
